His two bills (S 89 and HR 163) are expected to pass unnoticed (because of attention being on the election) and the draft is expected to start in March of 2005. There is no stated end to this new draft, and you can't get out of it by being in school, and you can't flee to Canada because they have an agreement with the Canadian Government to close the border down to people of draft age who do not have specific travel permission.
